Under Provisional Article 85, which was added to Higher Education Law No. 2547 by Article 14 of Law No. 7592, published in the Official Gazette dated 9 August 2026 and numbered 33335, students whose enrolment at higher education institutions was terminated for any reason have been granted the right to resume their studies.
Accordingly, students whose enrolment at our university was terminated while studying at the preparatory, associate, undergraduate or graduate level, including those who voluntarily withdrew, as well as those who were placed in and became eligible to enrol in any programme at our university but did not complete their enrolment, may begin their studies in the 2026–2027 academic year provided that they apply within four months of the effective date (the deadline is 9 December 2026). Those currently performing their military service may apply within two months following their discharge.
The amnesty does not apply to persons convicted of terrorism offences, intentional homicide, torture, acts of torment, sexual assault, sexual abuse of children or drug trafficking; persons whose enrolment was cancelled due to forged documents or who submitted forged documents during enrolment; persons whose enrolment was terminated due to links with a terrorist organisation; or students of the Police Academy, the Gendarmerie and Coast Guard Academy, and the National Defence University.
Detailed information on the application process for the student amnesty, the documents required at the time of application, and its implementation will be announced separately on our university’s website in accordance with the implementation procedures and principles to be determined by the Council of Higher Education.
