Comments on the Final Phase of the Bologna Process Activities

1. Program Information Packages:

All information included in Program Information Packages must be entered in Turkish and in English by May 24, 2019, in line with the following procedures.We are required to report the results of this work to YÖK by May 31, 2019, so please be kindly reminded that it is very important to follow the procedures in this letter so that we can provide accurate and complete information to candidates during the promotion and university selection period.
  a.Associate's Degree Programs:
   -No information will be entered in the “Program Information Package” for associate degree programs that will not be opened in the Academic Year 2019-2020.
   -Information package entries shall be made for associate degree programs that currently have freshman students but will not accept new students in the Academic Year 2019-2020.
   -Program Information Package entries for associate degree programs that received YÖK approval for opening in the Academic Year 2019-2020 shall be made by relevant Vocational Schools by May 31, 2019.
 b.Bachelor's Degree Programs:
 -Information package entries, for the departments finalized from the previous year or in the current year, in Turkish and in English shall be made for bachelor's degree programs that currently have students but will not accept new students in the upcoming academic year.
 -Information Packages shall be prepared in Turkish and in English for bachelor's degree programs where the language of instruction is English.
-Program Information Package entries for bachelor's degree programs that received YÖK approval for opening shall be completed by May 31, 2019.
c.Graduate Programs:
-Program information package entries shall be made in Turkish and in English for graduate programs that had students in the Academic Year 2018-2019 and will continue to offer courses in the Academic Year 2019-2020.
-Program information package entries for graduate programs that will accept students for the first time in the Academic Year 2019-2020 shall be completed by June 28, 2019.
 

2. Course Syllabi:
  a.Associate Degree Programs:
  -In all programs that offer courses in the Academic Year 2019-2020 and will continue to do so, course syllabi for 2 years shall be prepared in Turkish and in English and entered in the system by June 14, 2019.
-In programs that will accept students for the first time, syllabi for courses to be offered in the 1st academic year shall be prepared first, and entered in the system by June 28, 2019. The deadline for completing and entering in the system the syllabi for courses to be offered in the 2nd academic year is July 26, 2019.
b. Bachelor's Degree Programs:
-In all programs that offer courses in the Academic Year 2019-2020 and will continue to do so, course syllabi for completed academic year(s) and for the Academic Year 2019-2020 shall be prepared in Turkish and in English and entered in the system by June 14, 2019.
-In programs that will accept students for the first time, syllabi for courses to be offered in the 1st academic year shall be prepared first, and entered in the system by June 28, 2019. The deadline for completing and entering in the system the syllabi for courses to be offered in the 2nd academic year is July 26, 2019. 
-Syllabi for courses to be offered in other academic years shall be completed and entered in the system by September 2, 2019.
-If the department offers separate programs in Turkish and in English, information packages both in Turkish and in English will be prepared separately for each program.
c.Graduate Programs:
-In all programs that offer courses in the Academic Year 2019-2020 and will continue to do so, course syllabi for completed academic year(s) and for the Academic Year 2019-2020 shall be prepared in Turkish and in English and entered in the system by June 14, 2019.
-In programs that will accept students for the first time, course syllabi for the Academic Year 2019-2020 shall be prepared first, and entered in the system by June 28, 2019. 
The goal is to complete all Bologna Process procedures other than quality assurance prior to YÖK audit.

3. Stakeholder Analysis:

In the first phase of Bologna work, analysis of internal and external stakeholders was deferred to a later time due to time limitations. In the present phase, this work needs to be completed as well.
It is important to complete the analysis of internal stakeholders by the end of June 2019 (before students leave for summer), and the analysis of External Stakeholders by the end of July 2019.
Stakeholder analyses are used to unearth the strengths, weaknesses, and areas of improvement of the relevant academic unit to serve as inputs when deciding on the aims and learning outcomes of a program. Examples of stakeholder analyses can be found online. The following are provided to serve as reminders.

4. Academic Board Decisions about Bologna Activities:

Following the completion of 1st and 2nd phase work, relevant academic boards need to make decisions by May 22, 2019 at the latest, and submit these decisions, accompanied by a cover letter and annexes, to the Rector's Office by May 27, 2019 at the latest.After the receipt of decisions from all academic units, the Education Commission shall examine the decisions and forward those it deems appropriate to the Senate. Senate decisions will make the Bologna process official.
SAMPLE DECISION:
Having completed Bologna Process Compliance work for the Faculty/Institute/Vocational School in coordination with the University Bologna Coordination Commission, in line with the principles and procedures set by the Commission, it is hereby decided that
-The mission and vision statements of the program,
-Program/Department objectives,
-Program/Department outcomes,
-The matrix of relationships between the Turkish Higher Education Qualifications Program and program learning outcomes,
-Courses offered by the program and course contents,
-The matrix of the relationships between program learning outcomes and courses offered in the program,
-Program information packages, and
-Course syllabi that include learning outcomes (with past academic years being prioritized) are deemed to be appropriate and will be submitted to the Rector's Office.

5.Future Work Schedule:
 -Quality Assurance Work shall be completed by early September and compliance will be achieved with the Bologna Process
 -Accreditation work shall be expedited
