Application for Student Amnesty Enacted by Law No. 7592

WITHIN THE SCOPE OF LAW NO. 7592
STUDENT AMNESTY APPLICATION ANNOUNCEMENT

Higher Education Law No. 2547, Provisional Article 85

Applications of candidates wishing to benefit from the student amnesty within the scope of Provisional Article 85 added to Higher Education Law No. 2547 by Law No. 7592 will only be accepted in person, in accordance with the principles set forth below.

1. Application Dates and Academic Start Period

• Registration and course adaptation (credit transfer) procedures for candidates who apply between September 7, 2026, and September 25, 2026, and whose applications are approved, will be processed for the 2026–2027 Academic Year Fall Semester.

• Registration and course adaptation (credit transfer) procedures for candidates who complete their applications between September 26, 2026, and December 9, 2026, and whose applications are approved, will be processed for the 2026–2027 Academic Year Spring Semester.

• December 9, 2026, is the statutory deadline for standard applications. Special timeline provisions specified in the Law and the implementation principles of the Council of Higher Education (YÖK), such as force majeure, health, and military service, are reserved.

2. Application Method

Applications will be accepted exclusively in person (by hand); submissions via mail, courier, or e-mail will not be evaluated.

Applicants are required to fill out the application form completely and accurately and to present the documents requested in the sections relevant to their status at the time of application.

3. Required Documents for Application

Documents required from all applicants

• Photocopy of TR Identity Card / Identity Document (front and back).

• Criminal Record and Archive Record Certificate (obtained via e-Devlet, up-to-date, and suitable for submission to official institutions).

• Passport/biometric photograph taken within the last 6 months (1 photo).

• Application form along with the declarations and consents to be submitted during application.

From applicants previously enrolled whose student status was terminated

• Official transcript / grade report.

• Course descriptions/syllabi previously taken (if available) or relevant academic documents for credit transfer and adaptation.

• High school, associate, bachelor's, or master's diploma/graduation certificate, depending on the applicant's status.

From applicants placed into a program who did not complete registration

• ÖSYS / YKS / DGS exam result and central placement document.

• Qualifying diploma/graduation certificate required for the program where registration rights were obtained.

Additional documents that may be requested depending on the case

• Military service status certificate and, if special period provisions are utilized, discharge document.

• Current student certificate for candidates enrolled at another higher education institution and, if necessary, de-registration document.

• Relevant court decision / National Judiciary Informatics System (UYAP) document for candidates with a criminal record.

• Foreign language proficiency certificate if required by the language of instruction or program conditions.

• For graduate applications: ALES, YDS/YÖKDİL, or equivalent score documents, alongside bachelor's/master's diplomas and transcripts according to program requirements.

• Other documents deemed necessary by the University for evaluating the application.

4. Evaluation and Registration Procedures

• Submitting an application alone does not grant an automatic right to final registration. Applications will be reviewed within the framework of Provisional Article 85 and YÖK implementation principles.

• For eligible applicants, passed courses, transcripts, and curriculum alignment will be evaluated by the relevant Academic Unit to perform course adaptation (intibak) procedures.

• Students gaining registration rights under the amnesty do not automatically return to their former year/class or former curriculum; academic standing, semester, and course adaptation are determined by the relevant board decision.

• The maximum period of study for students re-enrolled through amnesty restarts from the new registration date. Study duration, along with scholarship and tuition discount periods, are calculated based on the adapted class year level.

• At foundation (private) higher education institutions, the continuation of scholarships is subject to separate assessment by the authorized university boards.

5. Important Notes

• Applications containing incomplete, incorrect, illegible, or false documents/declarations will be excluded from evaluation.

• Originals or verifiable copies of the documents submitted during application will be requested at the final registration stage.

• Applications involving forged documents, legally invalid registrations, or conditions explicitly excluded by the Law will be rejected.

• Additional information or documentation may be requested from the applicant if deemed necessary.

• It is the applicant's responsibility to follow all announcements and updates regarding the application and registration process on the official university website.
