Hasip Pektaş was born on 20 March 1953 in Ermenek-Karaman. He graduated from Akşehir Primary Teacher Training School in 1971 and from the Painting Department of Gazi Education Institute in 1974. He worked as an art teacher in Teacher Training Schools and Secondary Education until 1982. He worked as an art teacher in Teacher Training Schools and Secondary Education until 1982. Between 1982 and 1987, he worked at the Department of Graphic Arts, Faculty of Education, Ondokuzmayıs University, Samsun. From 1987 to 2007, he worked as a faculty member at the Department of Graphic Arts, Faculty of Fine Arts, Hacettepe University. He became an Associate Professor in 1995 and a Professor in 2001. He served as Dean of Hacettepe University Faculty of Fine Arts from 2003 to 2006. He served as Founding Director of the Hacettepe Art Museum from 2005 to 2007. From 2008 to 2017, he worked as a faculty member at Işık University, Faculty of Fine Arts, Department of Visual Communication Design. He is currently the Head of the Department of Visual Communication Design at İstinye University, Faculty of Communication. He is the Founding President of the Istanbul Ex Libris Association and Director of the Istanbul Ex Libris Museum.
He has made significant efforts to promote and popularise ex libris in Turkey. In 1996, he wrote a book on ‘Ex Libris’. The book is now in its fifth edition. His works have been accepted by the Ex Libris Museums in Denmark, Belgium, China and Italy. He has held thirty-three personal exhibitions and participated in various competitive and mixed exhibitions both domestically and internationally. He has given numerous seminars and workshops on Ex Libris. He has taught courses at the Royal Academy of Fine Arts in Ghent, Belgium, under the ERASMUS programme. He organised 6 International Ex Libris Competitions in 2003, 2007, 2010, 2018, 2022 and 2025, the International Printmaking Biennial, the 33rd FISAE International Ex Libris Congress, the National Student Ex Libris Competition, and 2 National Ex Libris Congresses.
