The Office of the Vice Rector for Strategic Transformation (OVRST) serves as the central unit responsible for managing institutional transformation, strategic planning, and corporate performance management processes in alignment with Istinye University’s 2030 Vision. The OVRST adopts a data-driven approach to strategic planning, digital transformation, agile management, and continuous improvement in order to achieve the University’s goals of sustainable development and transformation.
The OVRST plays an active role in the preparation and implementation of strategic action plans, monitoring institutional performance indicators (KPIs), developing international academic collaborations, planning for qualified academic human resources, and supporting institutional quality assurance processes. Within this scope, it fosters a holistic culture of strategic governance aligned with Istinye University’s educational, research, and social contribution activities.
Prof. Dr. Hatice GÜLEN
Prof. Dr. Hatice Gülen completed her undergraduate and graduate studies at Çukurova University and earned her Ph.D. in Plant Molecular Physiology from West Virginia University in 2000. She has held academic positions at Uludağ University and Bilgi University, where she provided leadership in quality assurance and accreditation processes in higher education.
As an evaluator for the Turkish Higher Education Quality Council (YÖKAK) and the Association for Evaluation and Accreditation of Engineering Programs (MÜDEK), Prof. Gülen has contributed to numerous national and international projects, patents, and scientific publications.
Since 2021, she has been serving as a Vice Rector at Istinye University. Between 2021 and 2025, she was responsible for Research and Development (R&D), and as of 2025, she continues her duties as the Vice Rector for Strategic Transformation.
